Victoria Heath brings over two decades of construction project experience across the UK, Europe, Africa and Asia, in sectors including film and TV, nuclear energy, defence and national security, hospitals, education, manufacturing, and telecoms.  

An award‑winning, chartered professional, recently awarded Fellowship of the APS, she is known for her rigour, clarity and leadership, approaching every project, role and advisory position with unwavering commitment to excellence. 

She considers herself fortunate to have worked on some truly remarkable projects alongside exceptional clients. These partnerships have shaped her career and reinforced her belief in purposeful, well‑governed delivery.

Houses of Parliament

Palace of Westminster Restoration & Renewal 

Victoria has contributed Principal Designer expertise to several projects within the Houses of Parliament Restoration & Renewal Programme, one of the most complex and nationally significant heritage undertakings in the UK. Focusing on embedding safety‑in‑design across sensitive, high‑risk interventions within the Palace estate, Victoria's role is aligning conservation priorities, operational constraints and modern safety standards.

Working within a multi-disciplinary environment and under intense public scrutiny, she has helped shape design decisions that protect both the fabric of this UNESCO World Heritage Site and the people who work within it every day.

National Portrait Gallery - Inspiring People

Victoria supported the National Portrait Gallery’s landmark Inspiring People redevelopment, providing Principal Designer expertise on one of the UK’s most culturally significant heritage projects. Focused on embedding safety‑in‑design throughout complex refurbishment and reconfiguration works within this Grade I listed building, Victoria was responsible for ensuring that modern standards, conservation priorities and operational needs were seamlessly aligned.

 

Working alongside architects, curators and specialist contractors, she helped guide design decisions that protect both the Gallery’s historic fabric and the millions of visitors who pass through its doors each year.

Film Set Equipment

Walt Disney Studios

Victoria supported Walt Disney Studios in strategically developing and embedding CDM governance across this global organisation better associated with film production than construction regulation.

 

Working alongside senior production, safety and studio teams, she helped introduce clear, practical frameworks designed to bring construction‑related activity on sets, stages and backlot environments into full compliance.

 

Her work included advisory support on major productions including Deadpool & Wolverine, ensuring that complex build environments, high‑risk creative sequences and fast‑paced production demands were underpinned by robust, proportionate and well‑understood CDM and Health and Safety processes.

North London Heat and Power Project

Victoria supports the North London Heat and Power Project, one of the UK’s largest and most complex public‑sector infrastructure programmes, providing Principal Designer Advisor expertise across key phases of the redevelopment.

 

Working within a high‑hazard, multi‑contractor environment, she helps embed robust CDM governance, strengthen design assurance, and support safe‑by‑design decision‑making across engineering, construction and commissioning activities.

 

Her work contributes to the delivery of a modern, efficient and environmentally responsible facility serving over two million residents across north London.

ministry of defence

Victoria has supported a range of Ministry of Defence programmes, providing CDM and safety‑in‑design expertise across high‑security, technically complex environments.

 

Her work includes acting as a CDM Engineer for major infrastructure upgrades at Devonport Dockyard, one of the UK’s most critical defence and marine engineering sites, where she helped strengthen design assurance, manage high‑hazard interfaces and embed robust governance across multi-disciplinary teams.

She has also contributed to several connectivity and infrastructure projects across UK and joint US/UK military bases, helping to align modern construction governance with the unique operational, security and logistical constraints of defence estates.

 

Her role has focused on ensuring that design decisions are safe, compliant and fully coordinated, supporting the delivery of resilient, mission‑critical facilities.

Our Town Hall, Manchester

Victoria contributed Principal Designer expertise to Manchester’s Our Town Hall project, one of the UK’s most ambitious and sensitive civic heritage refurbishments.

Her role centred on embedding safety‑in‑design across complex interventions within the Grade I listed Town Hall and its surrounding public realm.


Working within a multidisciplinary environment and under stringent conservation, operational and stakeholder constraints, she helped shape design decisions that protect the building’s historic fabric while enabling a modern, safe and functional civic estate for future generations.
